EXPLAINING POVERTY EVOLUTION: THE CASE OF MOZAMBIQUE Measuring poverty remains a complex and contentious issue. This is particularly true in sub-Saharan Africa where poverty rates are higher, information bases typically weaker, and the underlying determinants of welfare relatively volatile.
